Your child says it's done. Then you look at it, and you tap. A person checks, never a checkbox, because a nine year old will absolutely tick a box from the couch.
No homework on Fridays? Homework at school? Different for each child? All of that is a setting, per child, per day.
Screen time unlocks when the homework is dealt with. That order is the whole point.
